Employers self reported type of industry segment in Figure 3 and geographic location in Figure 4. The representation of industry segments is similar to 2008 with an 8% increase in the number of employers responding from the public administration segment. This year’s data include more employers in the Northeast and Midwest with fewer from the West than 2008.

The resource responsible for plan design varies depending on benefit structure as illustrated in Table 5. HR/Benefits Staff hold plan design responsibility for 46.3% of all responding employers. Overall, a total of 19.7% of employers rely on an insurance carrier with 16.5% using a consultant for plan design.
