When asked about the effectiveness of various plan design options in reducing pharmacy program costs, there was minimal differentiation between features. Aggressive formulary management was rated the most effective at 6.8 on a scale of 1 to 10 (10 being extremely effective). The lowest rated feature was increasing member cost-share, which scored 5.8 (Figure 14).

However, when questioned about the impact of industry forces, there was a greater dispersion in ratings. The generic wave of products becoming available rated highest at 7.9, on a scale of 1 to 10 (10 being extremely important). The lowest rated industry force was direct contracting with retail (Figure 15).
